Summary:

A Planning Pollution Control License was challenged by a commercial rival. The court upheld a decision quashing an integrated pollution prevention and control (IPPC) permit granted to operate an industrial plant for the manufacture of glassware since the purpose of the Pollution Prevention and Control (England and Wales) Regulations 2000 was to control pollution by stringent measures not merely by reference to the standards contained in the Environment Quality Standards, which provided only minimum requirements.
