Petitioners filed lawsuit seeking to compel the California Department of Housing and Community Development to supplement its regional housing needs determination for the San Francisco Bay Area to reflect consideration of the relationship between jobs and housing, including the impacts of the jobs-housing balance on both intraregional and interregional commutes. The petitioners alleged that the respondents failed to making findings on or consider any imbalance between jobs and housing and, as a result, had "severely underestimated" projected housing needs. They further alleged that a higher regional housing needs determination and resulting housing production would lower per-capita greenhouse gas emissions by reducing commutes.
