According to the states, cost-effective controls were available to the natural gas industry that could control methane. The states asked EPA to determine whether setting a methane performance standard would be appropriate. If the agency determined that methane should be regulated, the states asked that it issue emissions guidelines for existing natural gas wells under Clean Air Act Section 111(d).
