Conservation groups challenged the City of Highland's approvals of a residential development that included more than 3,600 housing units over 650 acres adjacent to the San Bernardino Mountains. Among the groups' claims was that the California Environmental Quality Act review did not give adequate attention to greenhouse gas emissions. The groups asserted that the greenhouse gas emission analysis used an inappropriate significance threshold of 28.5% reduction in emissions beyond "business as usual."
