06/25/2013 Opinion Download Dismissal affirmed. The California Court of Appeal affirmed the dismissal of a California Environmental Quality Act challenge to a county ordinance that bans plastic bags. While plaintiff had alleged that increased paper bag use might increase greenhouse gas emissions, the Court of Appeal concluded that “it is plain that any increased greenhouse gas emissions or similar, broader environmental consequences resulting from the ordinance would be comparatively trivial.”
