EPA published notification of its decision to delay issuance of the standards in the December 9, 2014 issue of the Federal Register. The petitioner—Plant Oil Powered Diesel Fuel Systems, Inc.—said that EPA’s notification constituted agency action adopting the 2014 RFS standardsproposed in November 2013.
