    12/22/2014 Complaint Download Amended complaint filed. Three conservation groups challenged the United States Army Corps of Engineers' issuance of a general permit for bank stabilization projects such as bulkheads and sea walls. The complaint was a facial challenge to the permit and also a challenge to a bulkhead in Savannah, Georgia, authorized under the permit. The plaintiffs brought claims under the Clean Water Act, the Rivers and Harbors Appropriation Act, the National Environmental Policy Act, and the Endangered Species Act. They alleged, among other things, that the Corps had not considered sea level rise.
