Circuit Court of Appeals for review of EPA’s determination that it had completed the Clean Air Act’s requirement that it promulgate emissions standards for source categories accounting for at least 90% of aggregated emissions of seven hazardous air pollutants. The petition asserted that the determination was “intricately-intertwined” with EPA’s proposed endangerment finding for greenhouse gases from aircraft.
