    06/02/2008 Order Download Order issued denying review in part and remanding in part. In its consideration of a challenge to a Prevention of Significant Deterioration permit for a coker and refinery expansion, the Environmental Appeals Board (EAB) remanded to the Illinois Environmental Protection Agency (IEPA) for consideration of some issues but denied review on the issue of whether IEPA improperly failed to include emissions limitations for greenhouse gases (carbon dioxide and methane, in particular). The EAB said the issue was not raised during the comment period and was therefore not properly preserved for appeal.
