A renewable energy company appealed the Maine Public Utilities Commission’s approval of a transmission line for Canadian hydropower. The company contended that the approval was not supported by substantial evidence and was contrary to the law, arbitrary, capricious, and an abuse of discretion. The company asserted, among other arguments, that the Commission failed consider whether the transmission line was reasonable compared to other statutes and that the Commission’s determination that the transmission line would provide benefits to Maine was not supported by substantial evidence.
