08/06/2008 Decision Download Ruling issued on petition for writ of mandate. A California state court found that an environmental impact report (EIR) required under the California Environmental Quality Act for a large residential and commercial development was inadequate because, among other things, it failed to make a meaningful attempt to determine the project's effect on global warming before determining that any attempt would be speculative.
