    04/06/2017 Petition for Writ of Mandate Download Petition for writ of mandate filed. Lawsuit Filed Challenging Water Project in San Bernardino. Center for Biological Diversity and San Bernardino Valley Audubon Society filed a lawsuit challenging the California Environmental Quality Act (CEQA) review for the “Clean Water Factory Project” approved by the City of San Bernardino. The petition alleged that the project would divert up to 22 million gallons of treated water per day from the Santa Ana River. The petition asserted numerous failures in the environmental review for the project, including a failure to adequately disclose, analyze, and mitigate the project’s significant and cumulative impacts to air quality and greenhouse gas emissions.
