11/30/2018 Opinion Download Denial of petition for writ of mandate affirmed. The California Court of Appeal issued an unpublished opinion affirming the rejection of a challenge to the City of Los Angeles's approval of a 37-story office building in North Century City. The petitioners had raised several claims, including one under the California Environmental Quality Act concerning the adequacy of the City's analysis of greenhouse gas emissions. The Court of Appeal agreed with the trial court that substantial evidence supported the analysis. The court rejected the petitioners' claims that the greenhouse gas analysis improperly used "rounded numbers"; that the analysis excluded emissions associated with solid waste and energy use; and that the model used for the analysis did not include a business-as-usual scenario; and that there was no requirement to meet the efficiency standards assumed in the greenhouse gas analysis.
