Circuit Court of Appeals challenging the Pipeline and Hazardous Materials Safety Administration (PHMSA) final rule on “Pipeline Safety: Safety of Gas Gathering Pipelines: Extension of Reporting Requirements, Regulation of Large, High-Pressure Lines, and Other Related Amendments.”
